Oh good, I'm not the only one with this problem. I could log in with no problem earlier today, now I get the "You may not log in from this IP" error. I've tried rebooting, restarting my router and modem, and releasing/refreshing my IP address. Nothing has helped.

OP, no. This is a terrible idea. Cryptic built the system so that DPS is the only metric that matters. Take a look at the new STF's. So you really think a company that thinks 7m HP bosses are okay would also then put in a DPS limiter?
