Lets see....STO has an official shop. You got a mail for an unofficial one.

    What do you think?

Sure, they totally won't steal your credit card, or sell your cryptic account to someone else.

Also, it's a great idea to support gold farmers, so they can clog up the game and ruin any group activities.

    Rob Schneider: DOOOO ITTTTT!

That was sarcasm. Don't be an idiot, don't support criminal gold farming scammers.

Plus all you risk losing is your entire account cause PWE/Cryptic will Ban you if you get caught buying it.

I think it's pretty safe to say the answer is "highly likely not safe".

Plus, encouraging these guys by throwing money at them is bad for the entire STO Community.
My views may not represent those of Cryptic Studios or Perfect World Entertainment. You can file a "forums and website" support ticket here

Not to mention, its against the TOS agreement... http://www.arcgames.com/en/about/terms
    14. License

14.1Subject to these Terms and any applicable EULA, we grant to you, for your non-commercial and personal use only, a limited, non-exclusive, revocable, non-transferable and non-sublicensable license to access and use the Service and the Proprietary Materials.

14.2 Except as expressly permitted in these Terms or in the applicable EULA, such license does not include, and you agree not to engage in, any: (a) resale, sublicense, lending or commercial use of the Service or the Proprietary Materials therein;...

14.3 Any use of the Service or the Proprietary Materials other than as specifically authorized herein, without the prior written permission of us is strictly prohibited and will, at PWE’s option, terminate the license granted herein. Such unauthorized use may also violate applicable laws including without limitation copyright and trademark laws and applicable communications regulations and statutes. Unless explicitly stated herein, nothing in these Terms shall be construed as conferring any license to or rights in intellectual property rights, whether by estoppel, implication or otherwise. This license is revocable at any time with or without cause.

In other words, you can lose your STO account if your caught...

Exacrtly. I am seeing more and more of these spammers with real names as opposed to the rubbish they come up with, even more so with the @handle which tends to be mixed nonsense letters.

My suspicion is that these people bought from the spammers and got their accounts compromised.
