Absolutely backwards. But then they also mention getting stacks of Daunting under the paragraph talking about getting Empathy, so they can't even keep their terms straight.

It is. Cannot get into Neverwinter either, don't know about STO. NWO is currently undergoing shard maintenance, though, so atm probably no one trying (and failing) to get in.

I don't think that is what's happening here...I mean it doesn't charge, AT ALL. It is working just like a Tap power. The charge bar doesn't even appear.

Skarn's Bane is now horribly bugged. First and foremost it is NOT proccing stacks of Concentration, at all. This is a definite problem. Ever since they jacked up the prices on Silver Champion gear (by a multiplier of x5!!), I no longer even bother doing the UNITY missions. Yeah, nope. I experimented & dyeing TK weapons black in the Tailor has no effect when the power is used (they just show as the default pink anyway), and they cannot be dyed black in the Power colors palette. Same with the Energy weapons--they just appear as black swords when the power is used. Thanks for trying though.

I stopped doing them the moment they friggin' QUINTUPLED the price of Silver gear. Completely not worth it now. Like many others I just go buy blue Merc gear and call it a day. Not sure what Cryptic expected to accomplish with that price increase except to force people into grinding content, which was a fail.

Constant lag, Server Not Responding and frequent disconnects, all happening far more over the past few days. It has been happening over in Neverwinter too, so seems to be a Cryptic issue.

No, there is still no Tattoo Mystic for female characters. I have Mystic on one of my male toons so I know how to choose it, it's Tights & Skin> Costume Piece: Skin> Pattern: Tattoo Mystic. The selection simply isn't there for female toons.

I ran around doing a LOT of PvE today, and test after test against mobs in the Powerhouse, and finally came to the conclusion that Eyebeam, while fun, simply cannot hold a candle to Minigun. Even with 20/20 advantage. Minigun with the U-238 Rounds for that debuff in combination with the debuff from Chest Beam just rules.…

I have also started waiting longer between heals in group missions, and this has resulted in more reliable stacks (plus it gives me more of a chance to use offensive powers).
