I have noticed when playing my healer, and in a group, that my Compassion buff does not seem to be proccing as it should. It is supposed to build stacks "whenever you heal an ally" but does not appear to be doing so.
I have seen it suddenly jump to a full 8 stacks upon leaving the previous instance where I should have been building stacks (such as in an Alert).
Does your team need the heals or are they bubbled? If they don't have any HP that needs recovering Compassion won't proc.
They needed the heals, and I'm using Celestial Conduit/Illumination with occasional Iniquity. Granted, usually they don't need -much-, as I am also using Aura of Radiant Protection R3 plus 3/3 Sentry Aura...but still not seeing Compassion stack as it should.
I believe the issue arises when Your Heals > Health Missing and when Compassion wants to proc based on how recently the healing has ticked. Example: Your heal ticks for 500 when the injured is only missing 250 from their pool, Compassion procs then, but as you continue to heal your target while they are at max Health, Compassion attempts to proc off of 0 Healing while in combat and fails, resulting in a missed proc and no additional stacks until the next successful attempt.
I notice that on Turando, his self-healing stupidity tends to keep his health constantly at the max when fighting against Henchmen ranked enemies. Sadly, with all of the healing ticks active, it is likely one of them will attempt to proc Compassion while he stands at Max Health. Because 0 Healing was done, the opportunity for a Compassion stack fails and I have to wait until the form's internal proc cooldown has reset before I have another go.
In short: Health has to be missing for Compassion to work.

Compassion attempts to proc whenever its owner attempts to heal any damage.
Many healer builds have Sentinel Aura, which constantly heals over time. Compassion will proc off of Sentinel Aura as it heals damage. Effects like Illumination's Mend or even powers like Lifedrain and Regeneration will also attempt to proc Compassion. If it heals, Compassion will try to proc with it.
I can't say anything about how it will work alongside attached entities, or pets as many like to call them. Radiant Sigils/Summoning, Support Drones, Darkness Shadows, etc. I've never tested to see if pets/summons proc their owner's Compassion or not, but I assume they don't since pet attacks don't proc things like Concentration or Form of the Tempest. You can always test it out in the Powerhouse Battle Station to be sure.

If ur not using a passive heal aura at all, then Compassion will be more unpredictable in stacking, since active healing in general isn't patterned but more sporadic in nature.

Oh! Yes, now that you said it, I see where Compassion is stacking off of my passive heals, and also when I hit Conviction. I have also started waiting longer between heals in group missions, and this has resulted in more reliable stacks (plus it gives me more of a chance to use offensive powers). I haven't tried any 'Lair" missions or boss fights yet with this toon, so that may be a different story and I may be too busy keeping up with the healing, Idk, but in that case there should be no problem whatsoever getting stacks.

Oh! Yes, now that you said it, I see where Compassion is stacking off of my passive heals, and also when I hit Conviction. I haven't tried any 'Lair" missions or boss fights yet with this toon, so that may be a different story and I may be too busy keeping up with the healing, Idk, but in that case there should be no problem whatsoever getting stacks.
