What about GS "weight classes" for PvP? Conceptually doesn't seem to be too difficult: once a player enters a queue for PvP, their equipment/enchants are unchangeable. Players of like GS are grouped together. You may get a larger group of players to PvP if they weren't faced with elite players wiping them out.

You can start a skirmish early (similar to a 'preclear' when you're doing a dungeon for DD event) before the event starts. In case you were not aware, you can use the "K" screen to see which events are forthcoming. Just wanted to support Melodywhr's comment. The Legit channel is wonderful, and is constantly putting runs together. Veteran players will often run T1's for fun and for the support of younger players. Look it up!
