I've been hiding in Star Trek Online where the Gorn are a playable reptilian race of the Klingon Defense Force. I was dissapointed in the Lemurian Invasion because I did not see a single lemur. Why would PWI buy the company that invented the super-hero MMO only to bury its legacy? Even if CO dies someday, I'm sure a new better hero MMO would be created to replace it before CO was laid to rest.
The more I think about Neverwinter, the more excited I'm getting. I have been checking out other MMOs lately, but none match the customization of CO. Perfect World was the first MMO I ever played and it was very high quality. A game mixing the talents of Cryptic and PWI has to be quality.
I just can't plop down that sort of cash on a game I have never played. I hope the option to buy the package remains for a while after the games goes live.
No other game has the level of customization that CO does. They release new things on a regular basis. Look at other games, they just don't compare to CO.
After doing some testing, I believe chains (at least infernal ones) are ranged. Using Viscious Cyclone builds stacks of Concentration but not Focus. Infernal chains also didn't activate Parry w/Elusive Monk or Laser Knight from Energy Shield. The damage doesn't seem very good either.

I would trade MSA for Overdrive. With Concentration and Overdrive, by my mid 20s I'm never using the energy builder to power Pulse Beam Rifle. PBR still does great damage, last time I checked. Those Viper cycles do look cool, but have you ever seen anyone riding them? I'm pretty sure they're just scenery. +1 for flying saucer vehicles / missions.
I would take Overdrive from PA over Thermal Reverb. Lightning Arc and Hurricane are both Maintains so Overdrive would be useful. Overdrive can scale off of End, but add some Rec too. Finn, bailers should stick around to the end. seriously! I have been in Alerts where some people bail out in the first 30 seconds, only to lose the Alert by a very small amount. If the bailers had stayed, we would have won. I have to point out the giving up withhout trying is NOT heroic at all.
At least have a Passive before doing Alerts, but even then stick to the easy ones like Soul Siphon, Radiation Rumble, or Dock Dustup. Please don't waste everyone's time by going into the harder Alerts like Recruiting Drive, Pyramid Power, the rotating ones like Red Winter, anything with the worm-guy Ao'qoth (or whatever)…

If you could get enough Questionite, you could buy the Armadillo gear from the Q-store. I'd recommend just the 3 pieces of secondary gear. That will give a 25% damage resistance which will make the dodge/avoid feel much better.
Doesn't seem to be that great of a difference. Anyways, I use No Quarter from Arc of Ruin to great effect with Chest Beam and U-238 Rounds from Mini-Gun on my Green Knight toon. Even when he can't grab Aggro and tank, he contributes with nice debuffs. Skewer is pretty beastly, I would use it more if I liked melee Powers.
Parry w/Elusive Monk is the best Block power for melee toons. I would make Dex primary and take the dodge/avoid specs. Also, find a +avoid piece of primary defense gear and put a +dodge lucky gamblers gem on it.

Add some Dodge/Avoid to pump up your damage resistance even more. Simply find a Primary Defense with +Avoid and add Gambler's Gem for +Dodge. Masterful Dodge from Martial Arts is good too.
The smart move would be to create a quality villain experience and charge an extra monthly fee to use it. The lower level content would include doing "jobs" for the various MC gangs. After level 15, the villain could have the option of working for the Canadian rebels, VIPER, DEMON, or any of the criminal factions.
For questions 1 and 2, don't take Alpha Strike for Micro Munitions. Do take Infrared Guidance for Mini-gun for the 5 foot radius. As a DPSer, you will want to hit more targets right? Force Shield w/ Force Sheath block power is better than the Phalanx Defense one that you're using.
I love your ideas. If we ever get the Foundry, I'm going to make missions like that. Actually, I imagine some missions where the heroes must repel a Gadroon or Qullar invasion on another planet. Or disable a warship that has entered earth's orbit.
