1. The perma-device cooldown was nerfed because with MSA, the pingpong gun worked as a better energy builder than the one provided at level 1. 2. Devices are unaffected by CDR. 3. PWE has no issue with nerfing 'fun' devices.

Bug: with the MSA energy unlock, the ping pong gun is even better at generating energy than an energy builder, or the Int/Conviction/MSA combo. It acts as a free 100 foot energy builder, with no cost and negligible cooldown. I'd suggest either no cooldown at all, or make it harder to spam without decreasing how much fun it…

You might try the lariat from might and infernal for bleed procs, from my experience, that is how you stack them fastest if you want to spam embrace, if not, try SMG, or the method you stated yourself.

Not doubting either of you guys, but there is a device popular in PvP called Eruption. It renders the wearer invulnerable for 15 seconds and can be cycled out indefinitely. The question would be, when you damaged them, did the numbers pop up as tiny numbers, not at all, or as 'Immune?'
