This is not entirely true. With the combination of keybinds and a snare or stun, I've seen 3-4 NPG procs before the victim is able to escape. Items do make a difference indeed, you're going to need about 10kGs to buy out top of the line items, but you can start yourself out with Mercenary's gear, which is subpar, but only about 50-200Gs in cost.
