They did. Didn't you notice the improvement in Voice Talent during those last few missions? I think Cryptic is required to use actor's guild voice actors now or something like that. So they can't use inhouse employees anymore unless those employees are specifically (voice) actors.
I am afraid these are exactly what you fear. Not intentional, though. I would suspect that those are placeholder slots with no actual unlocked attached to them that have been accidentally turned on for this project rerun.
I like it. It is a nice compromise for more ship storage while getting around the database storage problem with dozens upon dozens of individual constumes and items that need to be stored enabling us to have potentially an infinite number of ships.

Well, it certainly helps to compensate for some mission removals. But a few mid level missions were never the problem. it's only now that they have enough leveling content past level 50 that they can reduce the level requirements instead of having to stretch everything to 60.
I understood it that those were not torage, but replicators of sorts that manufactured a suit for whoever needs one on the spot. Kinda why we get different suits depending on how we act. the station is scanning and observing us for our needs.
They have already said, the mirror reputation tech is based on Klingon disruptor weapons and stuff to fight the regular Federation. So that's what we'll get. There could be a couple new mission rewards, though, with actual mirror tech.
