If I were you, I would not be concerned with the shields at all. You are a romulan, you've got the Valdore console, and you don't even need to tank with shields in PvE.
Higher difficulties have more use in PvE queues due to better rewards. Playing anything else on Adv/Elite is not recommended, except for grinding out ship mastery in SB24 on Elite for quicker completion. It's just a waste of your time, loot is randomized.
