I've been playing WoT(anks) for a change. One of the interesting aspects of the game is the third-party stats tracking for win/loss, etc. (Soon to be supplemented by an official rating system.) Discouraging to me as a noob, but it makes PvP more interesting by giving me some real metrics to work on.

Rubber banding is usually a latency issue, but your ping time doesn't look terrible. It is absolutely worth getting, because of the synergy of the various special consoles. BTW, the 'turn axis' problem with Raptors is purely a visual thing. JHeinig once confirmed that your ship is a single point in space as far as firing arcs and turning is concerned.
How about a slightly different approach: a (KDF) console that can be used by any cloaked ship that upgrades its cloak one 'step', i.e. Cloak -> BC, or BC -> EBC ? Costs a console slot, but could give you a Raptor with BC, or BoP with EBC.
If you run the mission as a captain you get a Mk VIII shield, and there was never a Mk VIII set. (In fact, the Mk X shield existed before any set existed.) It's just a shield.

Even if you removed Romulans, PvP is broken...but Romulans distorted it in all new ways. Romulans won't get nerfed, but the other factions can be buffed. I'd suggest that KDF and Feds need Boffs with useful space abilities for a start, followed by useful, non-warbird consoles.
