Thats not even true. at 2.8k i had 70%. i wouldnt of been 50% unless i was like maybe 1.5k. crit based off your item level isnt really a valid factor. since there are tons of ways to get crit and most of them dont raise item level all that much.
It doesn't really make it all that moot because mobs hp are what they were before they increased hp. if you take mod 6 as a whole, t2 dungeons were like this originally. all they did was make it more difficult for 2 months(half of mod 6)

You dont need rank 10's to do VT, if VT is hard at all for you, then you suck at your class. that applies to any dungeon nowadays. its not your gear but how you play your class.

2k item level people arent as new as say.... a 1500 item level person, but almost all 2k item level people are in great need of advice about the game. 2k/level 70 need as much help as anyone else.

i had a similar situation yesterday. i had a 99 stack of peridots, right clicked it and clicked equip. it disappeared. tried another stack, and it too disappeared. im not actually sure if relogging gave it back or not. but i found it really odd that it had a equip option, and that it caused it to disappear.
Just chiming in. if you look at the parse, it says Test Dummy 10/19/2014. which means the test was done yesterday. aslong as the change was active yesterday, then yes this was with the latest changes.
Chilling cloud could arguably be good if you feat into frozen power transfer. 1-5% bonus damage to your other encounters per target hit with its 3rd strike. otherwise, MM is good for arcane stacks if you need them for your encounters.. aside from that ray of frost wins out right now due to storm spell.
the point of this is bound char, bound account, and not bound at all. They don't stack with eachother. use up the bound ones and then all you have is the normal type that you get a lot. it applies to any item that has multiple ways to earn it.
If by map marks you mean all those green X's then no they don't disappear.... as far as im aware. cant figure out what else you mean. leveling beyond the zone should only effect the appearance of new quests you never did.
