The thing is, outside of Split Shot, the HR is woefully underpowered. None of the buffs I saw are going to help the HR compete with GWF or CW. And Split Shot nerf is going to cripple the damage which was ALREADY LACKING.
You could sell 1 Enchanted Key for 130 or more gold. That will pay for a large amount of enchantment removal. You can earn the AD for a key in 3 days on a single character, faster if you have alts with leadership.

The reward should be relative to the points earned, with an additional bonus for gold, silver, bronze. For example, let's say you are killing quicklings in Sharandar, you should get 1 R4 enchant per 5 kills (round up), +3 for Gold, +2 for Silver, +1 for Bronze.
I like it a lot. I enjoy turn based strategy games such as Magic The Gathering, and XCOM. I don't know what portion of the larger MMO audience shares this taste, but I would like to see it expanded upon in the future.
I hate the concept of PvP stats, like the gear I get from PvE can't function in PvP in WoW and it made me never PvP again after vanilla. And I enjoyed it in vanilla.
Also, the fee for auctioning things should be based off the Buyout not the opening bid (unless there is no buyout option, in which case it can remain as is.)
