I've never had that good odds with those enchantments, though mine aren't as good. If you are really looking for good refinement drops you are better off with the mount power Wanderer's Fortune. At least until that gets nerfed.

They were bound, I ran them on my CW for quite a while before going with Black Ice gear. I even had the reinforced arms you could get from the Tailoring craft.
It's interesting to me because prior to Mod 6, the highest gear (High Vizier for CW for example) did salvage at about twice (if not more) the current rate for t2. I recently salvaged some HV gear and got between 8k and 12k for each piece.
I think nerfing Sing was their way of fixing all the Sing artifacts you used to see just wandering around the different zones. To get rid of them? Make it some people won't use it anymore. In that vein, they'll never make it useful again because they have no fracking idea how to fix that bug ;-)
Honestly, at this point, I'd just be happy if they fixed the Lostmauth set/TT bug. Seeing an endless stream of critical 0s when I should doing decent dmg is so disheartening.
