I'd say Lifesteal should lose the unreliable proc chance and be changed to a HoT, with an ICD to stop it over stacking, so under incoming damage from multiple enemies in PvE it can still be overcome. It'd then still be reliably useful without being dramatically over powered.

I was sort of hoping that at some point they'd get round to fixing issues with the generally useless Companions we currently have, with an increase in level cap I don't see that happening anytime soon.
Yeah companions really do need some love. The bridge officers in STO are so much better and you usually get to have 2-4 out at the same time in most cases to boot.
I'm currently not in a position to log-in and check myself right now, but if I give this belt to a lower level character, does it level up with you? Or will its stats remain at the level that the character first equips it?

If you're going to bind these artifacts by their classes then I'd suggest different stats for them; personally outside of the power stat my GWF, CW, and HR don't need more of the stats these things are giving. In essence I'd never use them, so they're a pretty big waste of time.
Why allow something for free, when it can be added at an extra cost. I'd imagine they'd want another sink, like the character alteration tokens, rather than just relying on you spending incremental amounts of AD on more dyes.

In what exact cases were it making up 30% overall damage? If it's just the interaction of both Deep Gash critting and the power damage combined, then I can understand removing the crits from it, but the feat not gaining any additional damage from the power that applies it seems overzealous. I wouldn't say that. Star Trek Online has had the Foundry for ages, and it didn't stop Cryptic from making more story content for that game; in fact they've just released their biggest update to it just recently.

The average starship in STO only costs about 2,500 zen, and they're infinitely more useful as items to buy, since they pretty much are your character in space.
