I've also experienced the team/target HUD elements vanishing during a space TFO bug. (Peril over Pahvo) They didn't show up in F12 and resetting the HUD item locations didn't work. I didn't try the escape method since I didn't know about it until now. Haven't seen any chat chatter about it as I'm not at ESD.

You claim the rewards from the zen store promo tab first. Look for: Fanatical Charity Promotion 2021 Tier 1 and, if you got it, Tier 2. Then you should be able to claim the ships via zen store/shipyard.
Haven't seen that happen, but a possible workaround would be to try and do gravity type skills near the ship but not centered on it. (I have however seen a ship get stuck on the outer edge of the outer ring, wasn't inside just couldn't go forward and couldn't find reverse, wasn't hard to destroy either.)
Maybe the text is wrong if you have bought all the fleet slots. All the characters I've checked (Including a fed Alien char) have the proper tooltip text, but none of them have bought all the fleet slots.
Fleet Research Lab doesn't give Personal Space/Ground trait slots, it gives Reputation Space/Ground trait slots (active or passive) and a Starship Trait slot. Totally different sections. Hovering over the slots shown in the pics show a tooltip that says "Unlock by applying an Elite Captain Training Token to your Captain."
New Steamrunner variant coming, so this one apparently got split up into multiple pieces now for customization, which causes these issues. (People went through the same thing with Atrox when Aspero was released.)
Try going into the ship customization guy at ESD and select the Steamrunner template. (Which I assume will be the only one available, right now.) A T6 Steamrunner is in the works, and this kind of thing happens when a 1 piece ship gets split into multiple pieces for customization. (Happened with Atrox/Aspero for example.)
