Interesting. Would not the defense debuff induced by terror also take you into negative damage reduction in most situations if armor pen is at or above 24%?
I'm at 24% armor pen. From what I've learned, this appears to be the max amount of defense an enemy can currently have in the game. Correct me if I am wrong.

I would support this as well. Perhaps the devs could allow tier 2 items to drop in solo dungeons, but make the drop-rate a bit lower so as to account for the fact that you could run these dungeons back to back without having to spend time to look for a group.
