Yes that is working as intended. The tales stay with the original character. Probably will have to wait until they are available again to purchase the tales, which happens whenever the choice pack for the artifacts are available.
All depends on how they have it coded on the back-end. And just changing it may do worse damage than just leaving as it is, with how their coding is. Happens when you go through way too many changes on the development team.

The launcher black screens have been happening to quite a few people after the combat rework patch. But once you close out of it, with the task manager, it works fine. They do not happen all the time, just once in awhile.
You have to enter through the portal at the main questgiver area, going back through the main entrance to the ruins will just give you the original lair which does not complete the quest.
