Your premise is flawed...it needs to stay loot by lvl. There are no Lvl 60's that I know of that want to play a map that is going to give them LVl 10 gear...if I understand your meaning correctly. With what you are proposing it should be by Lvl and loot table. At Lvl 60 you shouldnt be getting any grey items...or no one…
