How do we get our interactable objects and interactable NPC's to have the sparkley effect to draw players attention??

Make them a Dialog Objective for NPC, and Interact with Object for ...objects... in the Story tab.

    good luck

Lol...just came back to say I figured it out...I made them a contact. Is this the wrong way to do it?

What do you mean by a Dialogue objective?
EDIT...oh you mean in story line where they will have to talk to them...that wouldn't be good in this case as they are just fillers that players can interact with them if they want to for a little fluff but not necessary or required.

And are either of these methods going to force the players to interact with them or have a pixie dust trail to them, because I don't want that?

The preview function is your friend :)
