Objects are 100% static with the except of doors. You can kinda-sorta give the illusion an object has moved by making it disappear and a second copy of it appear in a different spot, but that's about it.

From what I understand Featured status is temporary. You get featured for one or two weeks, then you're no longer featured. I could be wrong though, I've honestly not paid that much attention to it.
Sometimes (not all the time) when you place a detail element, it will be set to the correct Y-value. So take a look at a detail to see if you can get it from there. Failing that, you can start a preview, enter 3D edit mode, and drag a detail element around until you get it placed correctly. Then go back to the editor and…
Yep, that's a placement problem. I've used that exact room before. The upper floor is Y:40 if I remember correctly, and the critters default to 0. Like Zovya said, you need to be in details mode to adjust the placement of the critters.

Are these story encounters? It can be very stubborn about the default kobold setting with story encounters. The best way I've found to counter this is to set a non-story encounter, then in the story window link that encounter to the objective.
You can never update the copy of the quest that gets featured. You still have the original copy that you can update. Also, just because you hit the 'Submit to Cryptic' button doesn't mean that you will get featured.
