Just happened to me as well. Tried to load the mission Where Angels Fear to Tread and crash to desktop upon attempting to load the map, every time. Gotta wait for the map instance to close before I can log back in.
I must say one of my toons fell victim to the upgrade window on the blank kit slot. The upgrade window proceeded to delete all my kit mods forever. The kit was the Romulan Navy kit. Most of the kit mods I can probably get back at some point, but the Graviton Spike from Risa I'm pretty sure was the biggest loss.
Just a FYI for some. If you have a blank kit frame on your character with white kit mod slots for the modules, do not right click and select upgrade. This is not correct, the shotgun has at least 50% shield pen. Also I'm pretty sure it's just a re-skinned pulsewave that does physical damage instead of energy damage. It's been a while since I've played that mission so I'm not entirely sure on that particular boss, but some Borg Diamonds have Feedback Pulse. So beware of that... else you kill yourself very quickly.

Might be my imagination, but on my science alts I noticed scattering field keeps me in combat much longer than without it. So I avoid using that ability at all costs, seems to get me out of combat quicker.

Have you ever tried Elite Plesh Brek breen raiders in PvP? They completely nuke the player's shields instantly with that tach beam, and they spam that beam all the time...

If you're talking about the battlecruiser, well yeah... It has a 1.3 shield mod with the hull of a cruiser. Take the command battlecruisers for example on the fed side, the TSABC has both more shields and hull than the fed command battlecruiser.

Just to clarify my solution in more detail, it's not being in fullscreen or windowed mode, it's the act of changing to one or the other during the stall that moves it along. For me anyways.
Click the button at the top right of the loading screen or otherwise make the game into windowed mode when you get the stall, fixes the stall at the loading screen for me.
You can fix this by making the client go into windowed mode by clicking the button in the top right corner when you're at the 97% stall (you can put it back into fullscreen or whatever afterwords). Works everytime for me when I get this stall anyways.
Just to clarify my original post, the Ambush I'm referring to is the kit module for tactical captains that gives +160% or so bonus damage for just one shot. Yeah I traced mine to an above.net router. Doing a trace during the 2 minute lag spike shows that router, and every hop after it of course, dropping packets. I already fixed the issue for me as I said on the first page of this thread, you have to use a proxy to bypass the troublesome router if your issue is the same.
