The reference to the 'Romulan Free State' in episode 2 at least means there needs to be a progression from Old Empire->Free State->Empire (under Sela) right? And then the splintered Romulan Republic.
I've encountered the same issue. He stopped short in the first corridor and then after i dropped the mission and restarted, he made it into the second corridor and then stopped once more. Impossible to progress the mission now. Fed character. ticket ID #4,716,390
