It's more or less by design that such small instances are soloable, as campaign progress is tied to it. Dungeons and such are where group play is expected to be necessary. I would expect it to work like other procs do (or should); once per cast or once per tick if it's a channeling one like dreadtheft or ray of frost. With adjustments if said powers have long cooldowns. It's a bit... hit and miss at the moment.
Class sigils are long overdue for an adjustment. Would be nice for them to be at least relevant, either in powers or stat bonuses. Could even make it so they can be transformed to match your chosen paragon, but that's a bit beyond the scope of this endeavor.
