Not all deflector abilities are affected by diff reduction. A big example is TBR. Assuming it's a balance issue, or just the fact that DRB came much later.

Engy and Sci approach how they do things in game differently of course. Eng can give a direct boost to C T emission, weapons and orbital attack with doffed equipment diagnostic. 50 for 30 secs. (Purple). With up to 3 doffs for 150. Doesn't seem much but helps a lot.
As an engineer, I use Nadion inversion. Unskilled in insulators it reduces drain by 56 percent. It gets better with insulators. Delta rep shield reduces drain 50 percent. The 4 consoles (3 pack and Samar for the 4th) have good stats not just gimmicks. The 4th set power is another tax console. More dps hands down just to start....

Doh, forgot about the hull heal part. So it's a brace for impact with a smaller window. So since I'm still flying the last free escort you get at 40, even at 52, I have one hull heal - HE. Livable for my delta recruit. Not had any issues completing missions. Borg alerts I have to be careful....as in very careful.
