Offer up your fleet to players with alt characters. Most fleet rosters can't accommodate players with multiple alts, and are usually left looking for fleets to dump their extra resources.
I would restart your router, check your DNS settings and make sure all cookies are enabled. Also if you have a printer it is usually a good idea to update the drivers. Just to be safe.
I have not used any sort of cloak since I quit PVP. I figured no one else really cared about them anymore as well. Can't remember the last time I saw anyone cloak up in a PVE event.

Energy credits don't have much value anymore. Most people with billions in ec convert their money into assets such as lockbox keys and rare ships. This comes in handy with private sales/trades, especially when the price in energy credits of an item/ship is more than your character can have at any one time,
