You need both/all of the above. You need to be in a fleet with a high enough tier starbase. The starbase needs to have the correct addons/missions completed. You then buy your 1 or 4 modules from the c-store at 500 points a pop. How many you need is based on if you have the tier5 c-store version or not, and only…
As of this moment all of them are 4 modules. The exceptions to to this is NOT if you already own the ship, but if you already own the t5 version of the ship. For things like the fleet golfballs, fleet nova's, etc with no tier5 versions you will have to get 4 modules regardless. Atleast thats how it currently stands.
