That's not entirely true. If you boost your flow caps enough, you can get over 50 power drain. NPCs power levels are 50/50/50/50, so you can shut them down completely when it procs.

I'd like to add that the type 4 material (the dark, stealthy looking one) seems to remove/break some of the textures when you have a rep shield equipped, namely on the "mission pod". I noticed this when I had the Koloth mission pod selected.
