That's a misnomer though Hawk. I can assure you that someone with no reputation powers at all can dish out incredible DPS if they know what they're doing and how to build a ship properly. The rep bonuses help to sharpen a knife, but if you're using a wet noodle in the first place it's not going to matter anyways.

Super. Great to know all of the effort, resources and time I put into maxing all my reps was largely pointless. At least my alts no longer have to worry about doing any of that content. I can already see the ideal set up for these select powers so most players will still choose a cookie cutter setup.

Agreed. Personally I'd love to see the Feds gain some more off duty uniforms that can see the variation of the Romulan outfits can achieve. Romulans look amazing. I had hoped the merc outfit would be a good substitute but I found it very underwhelming. Other than the bandoliers it's very flat and one dimensional.
