There are only two Superior Operative Romulans you can buy for the feds/klinks, they are both TACs, a male and a female. Only the rare ones are required. You can get all the rest in different careers in Subterfuge only, this is one of the reasons the Romulans are so OP compared to Fed/KDF, and is a direct and distinct advantage to that faction allowing super high levels of CrtH and CrtD.
There are lots of potential solutions to this, however the one I favour is trait packs for BOFFs. This would allow you to fully customise your BOFF for space and ground.
For one, you know that due to 'Romulan Operative' and other stealth themed Traits, other desired traits are not in the 'Pool' for Romulan BO, right?
Second: I wouldn't mind an increased avaibility of various Recruitment assignments for Romulan Officers, which would be available to native Federation and Klingon captains, these would be worked into the Duty Officer System.
Three: An 'Officer Trait reselection' would require that ALL Racial traits would need to be handed out to ALL Factions, unlike you just want to poach Romulan Operative, without giving anything in return.
Four: More Powercreep. Do you really want Efficient, Subterfuge, Infiltrator, Superior Operatives? That is, higher overall Powerlevels (countering the 10 less points in all Powersettings without even using any Console, yay), more defense, more decloak damage, , even more defense and longer Ambush bonus from Infiltrator, PLUS the bonus from Operative? I think you can easily make your calculations for a full 5 BO Team.
So I would appreciate a higher chance of scoring a Romulan BO for non-Romulan Captains, but NO to Trait cherrypicking packs.

5 Bridge officers, of the 'Cherrypicked' Type there, the bonus they give (all superior, where it applies, using 'Normal' Subterfuge in this):
Defense: 31.5%
Ambush Buff duration: 50 seconds (or, if that doesn't stack, 10 Seconds)
Stealth Strength: 200 (Doesn't stack)
Decloak Damage bonus: 20% (doesn't stack)
Crit Chance: 10%
Crit Severity: 25%
Cloak Cooldown: 75%
Powerlevels: 37.5 Bonus to Warp Core Efficiency Skill, this alone gives about 4.2 Powersetting to a Warbird running at 15, 3.5 to ships running on an M/AM Core (25 Min setting). If you now add the 'dump stat' of 3 bars in the captain skill: 10.3 to a Warbird, 8.5 to an M/AM ship (like Klingon vessels are, by the way).
I'll probably get stoned (and no, not in the living in Colorado way) for saying this but perhaps the answer to balance is making the various levels of Rom Operative either not stack, or at max only up to two copies of each stack.
Don't get me wrong, I love my SRO boffs and all those pretty yellow crit numbers. But sometimes game balance is more important. And it'd make Tovan a bit less universally despised since his Regular Rom Operative trait would be in demand.

i doubt cryptic will do anyhing like this for a long while. they want roms to be op. they want you to relent and replace your obsolete vanilla fed/kdf toons with roms, buy cstore ships and outfits for them, spend dil kitting them with rep/fleet gear, and so on...
then they might consider making the vanillas viable again for the benefit of new playera- only to release another op minifaction thereafter.

The Nausicaan Pirate trait fix was a nice step, but KDF ships lack variety for that reason. Much more "fun" to have a damage buff than "Efficient".
Plus, with more variety, prices shouldnt be so bad, although the most coveted will always be obscene.
At least ground seems more interesting now with the newer stuff.

The lack of space traits just makes romulans and remans so importan in BOFF slots. Why not maximize your benefits?
I run all Nausicaans in my B'rel, and will also switch over to all Nausicaans in my KDF Romulan T'varo. Stacking 1.5% buffs, with no superior version to mess with... there should be more space ttaits that are nice like that, including something on the Starfleet side (although not necessarily Pirate, and also acknowleding that balance flew out the window long ago).
I suspect some in Starfleet might regret not taking a Nausicaan. Others will be satisfied with their Orions :-p

IMO the current situation is a prety mess, kind if typical for cryptic not to think that through.

Fixing that has few possibilities:
A. Rework the other faction species to have unique, similarly strong space traits too. That was necessary since release anyway.
B. give out the romulan bos to the other factions. They can use romulan dos too. Romulans can use fed and Klingon bos too. So it's only fair. Also without that even A. Would not fix the problems, since romulans would still have access to the "improved" fed and kdf bos, but kdfs and Feds will still not have access to the romulan ones.
Nerfing the way it stacks now would help to some degree but not fix the inbalance.
Well the third option would be to entirely remove those superior traits. But I'd really love to see the hate cryptic would get in the forum if they do that....
Why not the easiest fix? Make it so Superior Operative can only appear on tactical bridge officers? Then all factions have the same chance to stack critH/D without drastically changing how all bridge officers work.
While they're at it... they need to make embassy officers customizable :mad: The default appearance is hidious, plain and boring.
