I don't think the presets are gone I think they are being prevented from being saved and loaded a bug of some sort.

same issue. Black Screen in both outfit designer and Starship Customization. No presets are being displayed does not matter if you wait or change to list. No new outfits or presets will save. issue is account wide across all characters. Purchase works outfitting works, This only effects saved presets.

use a weapon with knock back. knock back, spam tab to constantly change targets, the knock back gets applied to several mobs, and causes so much confusion among the mobs that your team can pick them off very quickly, I use the wrath of khan phaser to do this works like a charm.
