I believe it should be, but it should be rather high priced (such as a bit above the Constitution), as it is a rather nice reward and they shouldn't be too common, methinks. This would make them able to be had, for that Captain who really wants to drive one, but not necessarily to be seen every match; which, in turn, keeps the referral program a nice way to get one.
First comment....Being at war with Klingons all Treaties would no longer be valid, that is assuming the Federation as declared war and not just acting like they are in war.
Questions:
1) Being at war and you are wanting to win said war, would you not have the wepons and ships to win such war?
2) If being at war with the Klingons who uses cloaking then would it not make sense to either have a wepon that makes said cloak useless or have cloaking on your ships.
Observation: I may be wrong on this but isn't only the Escorts that have it or is it all the ships for the Klingons and Romulans in STO that have it. Please let me know, I am thinking I am wrong on this one.

If anyone complains about it I'd be so glad to point them to thate statement. If people get upset then perhaps it suggests the methods they used to get referrals are not how it was intended to be. THing is cryptic said game changing elements would be kept out. I dont really view the borg bo as a game changing element, since via ka you can get a borg bo as well, so not rally any difference there which is how i bet cryptic views it. I dont agree with putting new races via c store, they should be free, but they are not unfortunatly. Adding anything but a **** COSTUME would be against what cyrptic said the c store would be fore. The constitution doesnt count, yes its phasers lvl with you, but truthfully there is no difference with that ship from the others. She has no special powers, while the galaxy x has the phaser lance and cloak, that is a game changing element, WHICH IS AGAINST THE C STORE as per what cryptic said before sto went live. Grand nagus u can say yes no where did they say it would be exclusive, but its implied by it being part of the program. As in when you buy a bag of popcorn at the theater, you excpect somethign to be in the bag, just because they dotn have the words exclusive in the menu, does that mean im not going to get popcorn in the bag? no. Yet it is still implied that its exclusive, or not even that word supposed to be in there.

Now wouldn't it be awesome if at level 6 they added ships that are intermediate upgrades to the Light Cruiser (represented just by doodads slapped on like the dozen Miranda variants seen onscreen), with an extra console slot and handling capabilities closer to sci ship, escort, or cruiser? Then the TOS Connie would just be a skin for the cruiser variant that you could whip out earlier.
On the other hand, it's not like the extra mk 1/2 console really does much useful. Personally I'd prefer the TOS Connie didn't have it (speaking as one of the preorder purchasers), then sticking it in the C-Store wouldn't violate the oft-repeated blandishments about not putting anything gameplay-affecting in the C-Store that you can't get through gameplay.

No, I do not think that the Galaxy X should be in the C-Store. It is better suited to be a veteran's reward. That way, it won't unbalance the game as much and it would still be a relatively rare item
