I was telling him on team speak that you are one of our Shadowcat Elite, how quickly you got your Mk XII Honour Guard set and that you knew what you were doing on Nukara.
It was a lot of fun, I'm glad I finally got to see the big nasty Tholian boss, thanks for the game! Heretic teams up every Tuesday around that time so we'll catch him next week!
Also I talked to him about forming a fleet alliance with the Shadowcats, he liked the idea...

Apparently an official FAQ is not available at the moment but relevant information is quoted in that thread which will help you understand a little bit more about the provisioning system. Once you've read it please try to spread that knowledge to other fleet members.
It looks like besides the grinding and real life money requirements to buy anything "Fleet," only a few may actually be able to buy a ship in any given week if we have to grind as a fleet for days to provision one ship.
I can see people getting upset in many fleets because they are going to be shut out, and fleet cooperation may just fall apart.
Well, unless they make a Fleet B'Rel, I have no desire to get a new ship.

Can any fleet member buy a fleet ship when there are provisions, or does one need special permission, or rank?
It says on the ship info at requisitions the quantity avaiable. It said 0, we did the provisions mission, it said 5, I bought the non-fleet version for 200k fleet credits, and now it says 4. Considering how many provisioning missions we're getting, it shouldn't be a problem to stay in stock, but it is a little low in my opinion considering it's 200k dilithium for everyone on the fleet to get 5 people a ship.
I'm 99% sure anyone that has enough credits can get it if we're in stock.

Only the Shadowcat Elite and Shadowcat Master ranks can make the purchase, to achieve the Shadowcat Elite (rank 6) position you need to be in the fleet for 2 months and then promotion is granted at the discretion of the Shadowcat Masters. There's also the possibility of a special circumstances promotion, which is also granted at the discretion of the Shadowcat Masters.
This for now; appears to be fair to the fleet members who've been in the fleet the longest amount of time, who've shown loyalty and sacrifice.
Okay, good to know. Didn't know that could be moderated.
Oh, yeah. We can even moderate who all has the key to the Starbase steam room.
Obviously, that is a privilege the Masters reserve just to themselves. :P
