I wish playing the game, and enjoying the universe would also advance fleet marks. Nukara gives me a headache. Maybe some of the fleet star base actions are fun. I kinda enjoyed the No Win Scenario.
A little tip: When you start a Tholian mission, grab the map wideThinning the Hive mission. It gives 10 FM and all you have to do is kill 50 Tholians. Something you will do anyway with most of the missions.
Now I know you are only supposed to get FM during the scheduled events. I don't know if that is the case as I have gotten them every time I've logged on to run it. Either that, or I have been exceedingly lucky to log on during the events.

I see that you can only run two types of a catagory at once. this means my earlier concerns are not a problem as you are forced to run some science or engineering, so that fine.
yes you have to run provisioning missions to stock up. a new member could potentially have credits from another fleet, turn up and take everything in one go forcing us to run more provisioning missions. we dont really lose anything except time.
Ahh that's where the little confusion came from, no worries nothing to worry about... Hah ha
...and provisioning missions, that was the reminder I needed, I knew there was something I forgot thanks for the reminder. THAT is why I want Shadowcat Elite rank and above to be able to use the fleet provisional stores.

Otherwise, I agree with all the above suggestions.
I really wish there was a way to limit contributions by percentage. For example, Specialists could only donate 25% of a project, Elites 50%, and Masters 100%. It'd be a lot easier.

We need to name our starbase. There is a poll going on that ends on Tuesday. Tuesday, I will take the top four and pit them against each other. Full details when I send that link out. Links can be found in our Starbase Holdings tab and in the forum.
You must be a Shadowcat Specialist or higher to contribute to Starbase Projects. This is to protect us from the Fleet Credit farmers. Most of the projects will fill up quickly. What has been a slow spot for us is Fleet Marks; having those in stock will almost always guarantee the ability to contribute.
The Shadowcat Masters have discussed and made a change to our ranking system. Shadowcat Elite used to be automatic at three months. That is no longer the case. While we dropped the minimum requirement to two months, promotion to Shadowcat Elite is now by appointment ONLY. So not everyone will be promoted once they hit the minimum time.
The reason for this is two-fold:
1) We want to be able to reward those who are truly active in the fleet with the ability to have a little more control.
2) We Shadowcat Masters cannot be on all of the time. We need help maintaining our fleet holdings.
So Shadowcat Elites, you will have the ability to plan our upcoming Starbase Projects in the event you see a space open. We are wanting to follow the following plan:
Line 1: Tactical Only
Line 2: Tactical Only
Line 3: Engineering, Science (alternating)
We want to reach our tactical teirs as quick as we can buy Fleet Ships. When it comes to the Special Projects, just pick a random one that uses resources we haven't burned through lately. If you see a Featured Project come up (like the one that gave us windows) put that one in.
Elites, you also have the ability to send fleet emails like this one. However, please clear them with the Shadowcat Masters first.
Abuse of your new powers can and will result in your demotion.

By the way, I'm not sure if you want to keep it this way or not, but I would like to point this out.
ONLY Shadowcat Masters can promote people, not even Elites. I thought that was one of my jobs, to keep people promoted, but if not I can live with it. I personally think it would be better if we could promote so everyone that deserves a promotion gets it quickly since I'm on a lot.

Well i am a space kitty, so when/or if the time comes I think space specialist would suit me.
Seems fine atm with the size of the fleet that the masters do the promoting. Once we get a bit of traction and size, I would imagine you guys will have enough on your plates so may wish to delegate some of that to elites (with perhaps demotions remaining a master only permission)

Look, there is nothing against you guys. In fact, the reason we promoted people to Shadowcat Elite was because we trusted them to do the job fairly. But in the end, we want to leave the major powers in the hands of the Masters.
This fleet is extraordinarily open. We provide the benefits of being in a fleet without the attendance and participation requirements other fleets have. We don't care if you log on to run three STFs in a row or just sit in front of the fire for three hours.
But that being said, promotions out of Initiate are only automatic in that it gives us a week to evaluate people. If they do nothing but whine and complain, we will most likely just boot them from the fleet. But if they contribute, then we will promote them to Specialist when they are due.
The reason we are not giving Elites promotion powers is we don't need people getting into arguments and Elite players using their power to boot people. While I cannot speak for the other Masters, I am very slow to anger. I will not simply boot people from the fleet unless they are being a continuing problem and even then it will only be after discussing it with the other Masters and giving that person a chance to correct their behavior. We want those in charge of promotions to be those who will do it with objectivity.
Believe it or not, but I was the originator of the "promote to Elite" idea. After discussing it with Alecto, we agreed how it should be handled and we moved forward. While I only had one individual in mind, Alecto suggested we promote several trusted specialists. But the entire thinking behind this was to simply give the Elites the ability to keep the Starbase Holdings organized. That's it.
We did not promote to Elite in order to allow them to run the fleet. We just needed their help to keep the fleet moving forward in the event the Masters were offline. We provided some nice benefits to go along with the rank, but you were promoted to help us. You are similar to executive assistants. We pay you well, but your entire purpose is to help out the bosses. We still run things.
There may come a time when we decide that certain Elites are worthy of joining the Masters. But it will not be anytime soon. We already have ten Masters. Five of them formed the fleet. Four of us are trusted, long-term STO veterans. And then there is Brandon who, with dev powers, could make himself supreme ruler if he wanted to.
As we get to know you we will be able to judge your character better and we may add you to the level of Master. But it will take time. We need to ensure all of our fleet leaders are of a certain moral quality so that the fleet prospers.

Just wanted to take a moment to say that in the next couple of days we will be able to start construction on our tier 1 shipyard, and then onto the tier 1 base.
Contributions have been very fast so far and everyone is doing a superb job. Well done cats.

Remember the rule is "Promotion is granted after 7 active days." so if a player doesn't respond they may not be active in the fleet and in such case will not be eligible for promotion.
You can check to see when a fleet member last logged in by viewing the roster in game and checking the "Status" list, which is another option available where you can also choose "Member Comments" and "Officer Comments".
Of course receiving mail or talking to a member via chat is a much more accurate way of estimating if a member has been active, while viewing the fleet holdings leaderboard tab is also another way of estimating if a member has been active.
I'm currently updating the new Google doc roster now and I'm making considerable progress, although this information will only be available to the Shadowcat Masters for security reasons.
