Your firewalls/routers might be blocking port 29000 (i think this works for patch server too). Try going to your firewall/router and forwarding the port 29000.

Yep. If you have anything like that running try disabling it temporarily and try connecting again. If this works you should see if your antivirus/firewall allows perfect world ip's n such (im not a technician, but im sure gattsuru can help you there), and if it doesnt, allow them.
