There is no longer a level 30 flyer quest, it's been replaced with a level 10-ish quest (which you've outleveled) for a non-tradeable flyer. Your best bet for a cheap flyer is find a human who still has the old flyer (or the previous starting zone flyer, which was tradeable) and is willing to sell it cheap.

Try using it in duels with someone you're squadded with, so you can monitor mana... though mana charms and autopots are going to mess with the usefulness of any mana drain outside a duel.

See eirghan's reply above. If the messenger of time does not have the option to purchase a key, then you haven't finished the relevant quest line (starting with Wraith's Ploy) that unlocks Old Heaven's Tear.
