No, but I'll vote Yes. There are still things that need fixing, but all things considered we are much closer to where we should be, and a lot of the problems are not with the class, but rather with the content.

Defense alone scales quite fine compared to other stats, especially if your class has access to some extra resistance buffs / feats. Damage itself is quite out of proportions (easy to fix with a -x% damage in pvp), and the fact that more and more people run around with plague fire enchant doesn't help it.
4pc set bonus might be nice with punishing charge, though I'm not sure I'm willing to trade my 2 vigilant warlord / 2 titan and loose all the recovery and extra defense for crit and more useless power.
