There are two different sets - Fabled Iliyanbruen Armour and Iliyanbruen Hide Armour, with the latter being available from vendor in Sharandar. That is true, however you still need a way to replenish your lost health. If you're soloing, your best bet would be to use Life Steal. Also, that is why people are using Aspect of the Lone Wolf.
41% seems like an overkill. I would not recommend more than 20% (without Lone Wolf), since those slots could be better used for stacking some Life Steal (at least ~10%).
This was fixed over a year ago, IIRC. Does this happen always, or only when you're fighting dragons in WoD? If it's the latter, I think you already have your answer.
Depends on what you use, but I believe you can stack somewhere around 30% (R12, augment, mythic artifacts, personalised rings, etc). It's not really hard to do the math. Anyways, I've seen some of your guides, and I really look forward to your HR guide. The mere thought of it makes me ecstatic.
