Depends on what you use, but I believe you can stack somewhere around 30% (R12, augment, mythic artifacts, personalised rings, etc). It's not really hard to do the math.

Anyways, I've seen some of your guides, and I really look forward to your HR guide. The mere thought of it makes me ecstatic.

That totally depends on what artifacts and rank of Silvery enchantments you use in Defensive slots. Take away 5-ish % from boons, and in melee stance my Deflect chance is 41%, which includes Aspect of the Lone Wolf.

And Agile Combatant stack or it's just a one time buff?

You can have only 1 stack of Agile combatant, only 1/2/3% DGM increase.

a lot, using class features like pathfinder and aspect of the lone wolf (30% from lone wolf near 5 enemies... disrupting shot gives pretty much 100% uptime of pathfinder and thats another 15% being pathfinder rank 1 bugged.)
pathfinder class feature selected on offhand gives you another 4%.
    plus 3% from heroic feats.
plus 5% from boons (3% from dread rings) and you should be able to get 800 more deflect (2%) from other boons if i remember well.
8% from dex with 27 dex.
then you have 6 defensive slots, which are 6x700=4200= 10.5% with ranks 12.

and then we can add deflection from stats. If you are building a full deflect hr i dont think you care about damage the slightest.
so you can drop lostmauth set for example and going for something else.
    Examples:
dex belt, in my case it would add another 1% of deflect.
    seldarine(?) mantle: another 1%.
1% from double slotted deflect rings.

    Artifacts:
1000 from warlock one, 1000 from sigil of the trickster, 1000 from symbol of the water and i would leave a free slot from wheel of elements anyways.
    so 3000 deflect = 7.5% deflect.

    reinforcement kits:
    200x4 = 800 = 2%.

in the end the best you can hope to reach satisfying conditions for class features is: 88%

i would consider it a troll build.

if you are not going to build that way, aspect of the lone wolf is usually enough for pve.

41% seems like an overkill. I would not recommend more than 20% (without Lone Wolf), since those slots could be better used for stacking some Life Steal (at least ~10%).

Deflection is good only if you can make it trigger often

That is true, however you still need a way to replenish your lost health. If you're soloing, your best bet would be to use Life Steal.

Also, that is why people are using Aspect of the Lone Wolf.

Nope, we have more than enough Lifesteal from our feats. You really should not stacking Lifesteal as Combat. With the absence of Deflect from any of our gear we need all the rating we can get, especially if the last DR boon, Fey Thistle, is taken. I have Sigil of the Scourge, Cloak and Belt of the Seldarine, shirt and pants with Deflect, as well as Rank 8 Silveries and I still need more Deflect! I lost a shiptonne of Deflect when I changed from the old Elemental artifact weapons to the Drowned set.

For a Combat HR, feats provide enough lifesteal (20%), so there is no need to stack any lifesteal. Only Trapper an Archery need those 10% of LS.

Oh, I wasn't aware that he was going for the Combat tree at the time of writing that post, because somehow I have overlooked his post prior to mine. My bad.
