The passive does work, the problem is that its not staying active. Notice the buff that appears on your ship every ~10 seconds. The cooldown isn't longer, whats happening is that the buff enables, removes a few seconds from the cooldown because it becomes active, then ends, adding those seconds back to the cooldown.

While the buff to Sci innate SS:T sounds nice, I disagree with adding special SS:T skills into the Sci trees. The core Science BOff powers desperately need fixing, not space-filling with tactical skill ripoffs. Energy Syphon and Tyken's Rift already exist to for the sci-power draining role.

I had this occur as well, forcing myself to respawn since they were unwilling. After the respawn, my BOffs decided now was the time to try and rez me, spending the remainder of the mission trying to frantically resuscitate my now living self with tricorders.
