When energy siphion got decoupled from the tykens rift deflector shared cooldown it completely removed its connection to deflectors.
This has resulted on the deflector duty officer that give a chance to reduce cooldown no longer able to affect the skill- energy siphion.
The duty officer says it can, but the skill itself no longer says it can, I also did testing and tykens rift still triggers it but energy siphion does not.

Both Gravity Well and the Breen Energy Syphon (3/3 set bonus) still benefit from it though.
