Quick Deployment not working?

Maybe I'm missing something but having just reached level 3 mastery in my Fleet Heavy Escort Carrier [T5-U] I unlocked the Quick Deployment ability which according to the tooltip gives "Hanger Recharge Speed and Increased Rank Gains for Hanger Pets"
However the launch recharge times for my Yellowstone Runabouts seems to have gone from 33s to 36s with no discernible increase in rank up speed for them.

If you watch your ship buffs closely in system space, you'll see a buff called Rapid Deployment, but it only appears for perhaps a half second every few seconds.
Launching pets will show the cooldown time spike down a few seconds when the buff appears, then it will spike back up a few seconds as the buff ends.
No clue if the XP gain portion of the trait works. It doesn't stay on long enough to tell.
