You're right, it will never happen, because very few people bother getting all the R&D schools even to 10, let alone 20. And the fewer the people benefit from it, the less effort it's worth putting into, unless it's lock boxes off course.

If I go by the experience of another game, Warframe, then likely every patch for the PS4/Xbox one version will have to endure certs, in Warframe it means patches come in larger batches, rather then the weekly updates of the PC version, I have no reason to assume it's any other way for STO. Often a patch will be long done…

No, STO has too many years behind it for my taste, likely more behind then it still has ahead, and LTS takes years to earn itself back. 4 years ago when I got it, it was perfect for me, I had the money to waste on it, and STO was only a bit more then 2 years old.
