If your intent is to rip a targets shields off you're best replacing tach beam with energy siphon and using it with tykens rift at the same time(add beam target engines or shields for best effect) keep in mind people in pvp run power insulators because turning into a sitting duck is no fun
Unless they changed it's function it's only based on the damage taken(what bleeds through) so against a shielded target it will apply a much higher dot with a transphasic torpedo than it would with a photon or quantum since it'll be based on 45-50% of the torpedoes damage instead of 5-10%

Yes c-store ships are single purchase multiple unlock for all valid toons, keep in mind romulans have their own ships but can share with their allied faction below t4 so your romulan couldn't use the mogh, but could use many of the lower tier kdf ships
I've had this happen beaming down to K-7 lately, I did try using loadouts to resolve my boff unslotting issue and it seems that after a handful of attempts that at least my bridge crew is behaving themselves again
