Now, that's strange. My Fed-Rom Engineer (female) has kit visuals, but no armor visuals. My Rom Boffs don't have armor visuals either, but my Fed Boffs do.
I guess only they will know if there's a real and significant decrease in activity and if their numbers ($) are going down enough to be worried, or are they only following an expected seasonal pattern. We can only presume so I wouldn't waste effort on this.
They could maybe squeeze them in as part of an Espionage track in the next fleet holding. The Sci consoles are not found in a Science track and the Eng consoles are not in an Engineering track.
On my Fed toon, I was able to buy the full Adapted MACO Mk XII space set when I completed Tier 5 rep without having to buy any of the regular MACO pieces first. Not sure how it works for the ground set, though.

There might be other players that are also using -Threat consoles at the same time as the OP... In my case, my Fed Tac is running with two such consoles in a Fleet HEC, and I did notice a difference in aggro when I started doing that.

^^This They're doing exactly what they said they would do. They never said the gifts would be of benefit for everyone, just for accounts with an eligible character that can claim the gift. In this case, an eligible character is a Fed character that hasn't previously unlocked that costume.
