Improved Feedback Pulse still modifies Feedback Pulse's Reflection amount. The Critical Hit chance and severity Improved Feedback Pulse applies still benefits everything else on your ship.
Not according the patch notes for Tribble that were posted today:
Feedback Pulse:
The damage reflection can no longer critically hit
The percentage of reflected no longer scales with damage bonuses
The percentage reflected is now capped at 50%, 75%, or 100% based on rank
The default reflection amount is now significantly lower at each rank
I wrote those notes. Feedback Pulse's equation still includes a multiplier of "1+.5*(I have Improved Feedback Pulse slotted)". It is true that that is still not capable of raising Feedback Pulse's reflection over that cap, but it still functions.
Will you guys be looking at the issue of Tac captains powers buffing science abilities more than a science captain can? Will Tac captain powers still buff exotic damage?

So, we're making the other beam abilities a bit more like Beam Fire at Will, and having them last a bit longer, but then taking away beam fire at will's usefulness (which was to form an "air defense belt" around the ship) by debuffing its accuracy.
Lower damage makes a sense because your pushing the ship's energy weapons to the max, and has had lower damage all along except on the highest level. But, an accuracy debuff takes away fire at will's usefulness, to deal with one or several hard-to-hit targets, by firing mulitiple rapid shots to increase the odds of a hit.
Next, lets go to the navy and tell them that their Aegis missile systems and CWIS units on a ship comes with an accuracy debuff. Anyone want guess how that will go?
Everything else I have read in the "balancing" so far seemed like a worthy addition to try out, especially to open up ship roles and participation in PvP, but fire at will debuff immediately struck me as odd.
With the new science captains power for boosting exotic damage, don't think it will be true any more that Tac Captains will out damage Sci Captains using sci powers.

Those do not fire randomly. They are point defense systems with a specific targeting purpose. Fire At Will is not a dedicated point defense system. STO has actual point defense system consoles that excel at taking out tiny, hard to hit targets.
You know if there is gonna be changes you should atleast move the update event to another date than milk some poor soul of their entire bank account just to upgrade only to find out the item they upgrade would be wasted thanks to these so called "balances". But then again easy way to make money and ruin what is left of the fun factor if there is even a sliver left of it.

I merely pointed out that while Fire At Will can be used to intercept small targets, it is not the dedicated small target interception device that some other items are.
Also I am fairly certain that one of those Defense Turrets is a low rank option in the Phoenix Prize Pack. Not as good as the Phaser Point Defense or the Torpedo Point Defense, but it is free.

Ah, that one was always weak but it's not useless. I have a soft spot for it. That thing was great back in the day of Borg One-Hit-Kill Invisible Torpedoes. It may not be super powerful, but it can take out things that try to sneak up on you from your blind spot.

Tanking in this game was hard enough beforehand, between micromanaging heals and your immunity cooldowns, this immunity change essentiallly removes a key component of tanking in both PvP and PvE, as its no longer a game of knowing your build, what was happened and what will but a roulette of chance from this 15second buffer. Both in PvP and PvE immunities such as rock and roll and invincible were core parts of my build, and even then, surviving was still reliant on heals.
This "balance" essentially nerfs what was already a non-existent class ingame where the only thing that matters is you do damage, either by science or bfaw nowadays, i would really wish the devs would give more to tanking for its own purpose more than just a side affect of doing damage or to use FBP more, preferably by making tanking and the aggro mechanic as a whole not related to how much damage you do or how many embassy +th consoles you can mount on your ship.
If you wish to nerf immunities as a way of mitigating damage, please allow ways for ALL classes to successfully be able to deal with this source of damage, by perhaps giving hull heals a scaling increase for the more hullhp your ship has, this would prevent the "unkillable pilot escorts" by only giving a large boost to larger more eng heavy ships such as cruisers and dreadnoughts, who occupy this place in the trifecta, and would recieve buffs largely from this new scaling, this would also benefit the hullhp stat and consoles that boost it that largely get ignored.
Another solution to this issue is to buff the armor consoles and resists in general, which suffer heavily from dimishing returns and offer little to no benefit beyond the 2nd console, and thus also get overlooking.
I honestly hope some of this patch is looked over again with considerations to those who value something outside of DPS, be it by bfaw or EPG.

Reporting from Tribble to remark that Probability Manipulation's nerf is an incredibly painful one. I could care less about only 15 seconds of crits, but the superheals should not have been nerfed as well. It literally cuts your tanking potential in half.
Another thing the devs should look at is the insane power levels via the skill tree/plasmonic leech/doffing and EPtX in the game that gives many players 100 system power in all 4 sub-systems!!! that is plain stupid. what ever happened to having to manage/care about system power levels?

The game has 2 auto-turrets, 4 point defense consoles and a point defense trait.
Might actually use stuff labeled point defense for your point defense needs .

Because damn if MMOs aren't an entire industry and actual profession. One were certainly they never ever get together once a year and share data and study the behavior of 10s of millions of players. And there's just no chance they might know just a wee bit about what happens when you let players burn themselves out gorging on the same content over and over.
