So is Borderlands. Halo on the other hand is about 75% PvP. Titanfall is 100% PvP in format, ~80% in practice. Skyrim conversely is 100% PVE.
Balance is a safe, convenient stock term to throw about the forums but its NOT the end-all of game design. Specialization is a hugely more important aspect to consider. Especially when faced with competition, it doesn't pay to spread yourself evenly across all surfaces because then you can say you have done NOTHING right (as every facet can then play host to some unfavorable comparison with some much more focused game.)
STO doesn't have much PvP but that is by no means a bad thing. That's just what you get when you have a casual MMO put its attention elsewhere. If that doesn't satisfy you go play something else. That's the beauty of an industry.

A long time ago I suggested that Galorndon Core be made into an open ground PvP map. Then you can claim that the radiation on the surface is making everyone act a bit crazy, which is why they're fighting. Also, the windblown, dark, stormy atmosphere would be an awesome setting.
This game just feels wayy too safe. There needs to be a pucker factor here somewhere.

As far as those that complain that it would be annoying to die....all you have to do is push a button and there you are. No consequences as per usual.
All the episodes with Kirk and Picard entering the neutral zone...there is none of that here and there should be.

There's a case to be made for having more zones like Ker'rat, or improving that overall experience. But open-world PVP comes with too many problems, particularly since, thematically, this is a Star Trek game and Starfleet captains do not generally go around attacking each other.

YES. Exactly. This is a Star Trek game where we already have mirror universe's where bad things happen. PLUS in the real world you have fractions, like from the Klingon empire for example, radicals. Like ISIS. Fleets would have to organize against them, corrdinate and then engauge them! Would give Fleets something to do other than just watch each other gather resources.

should have had 3 sectors between Federation and Klingon space that were open PvP sectors long ago at launch.... they would be the disputed zone everyone could have been fighting in.
It could be done as a separate shard, with characters being able to transfer at the major starbases. DC Universe has 2 PvE shards, and on PvP shard. Occasionally they'll have player driven events where several hundred characters jump onto the PvP shard and have an enormous brawl until the server dies. That was fun there ,and I bet that it'd be fun here, if the servers could handle it.
It isn't going to happen for oh so many reasons most of which were listed. But the most important reasons are:
1. This is a super casual PvE game that is all about monetizing the feeling of "Kirk-ing" everything. Nothing kills that faster than being pawned repeatedly in PvP. Open PvP makes this a huge problem and would turn away many potential customers.
2. Cryptic has done just a wee bit more than bubkas on PvP. No reason to think they are going to do more now.

And the entry-point will be camped (as well as map exit points), just like Jita IV, and sociopath gankers will rule. No thank you!
Battlestar Galactica Online had this problem for YEARS. They finally had to put in randomized jump in spots across an 8 Kilometer sphere to prevent it.
Spawn camping, till you played BSGO, you haven't seen TRIBBLE.

I'm not sure if anyone said this yet but STO's story kind of kills any change of "new" content being like what you are asking for. Kerrat is hold out from before the peace.
The discussion immediately splits in two basic directions.
Those who'd like a former of open world PVP, and those who don't.
Those who would like it are almost unanimous in cautioning that it must be optional, via an opt in rather than an opt out.
Those against are mostly so from either personal taste or how they feel story canon should be respected.
However, just as there are a tiny minority of those pro who want it compulsory, so there those against who ignore the majority opinion to argue with the tiny minority.......and then call it a circular argument.
The only circular thing here is the two extremes arguing with themselves.
There is an utterly fair and valid discussion to have about how to provide this sort of functionality, while disadvantaging nobody else in the process.
As the OP I am slightly embarrassed by those that are so vehemently opposed to the idea.
This is a war game, a combat game, stuff blows up and people get killed.
Don't take this the wrong way but if you are so opposed to your ship blowing up and clicking a button to respawn I think farmville is more up your alley. Or maybe just watching television. There's no risk there either.
This sort of mentality is not doing STO or Cryptic any favors...somehow any change whatsoever, including patches causes doom and I quit threads, including this one.
I played STO for 2 years straight then took an 8 month break because there was simply nothing else to do. Where is there any challenge in this game? PVP.
There is not anything that should be referred to as a game that doesn't involve risk. Blackjack, poker, and chess involves risk. Even Risk.
If all you want to do is log in daily and farm diliithium...this just isn't and shouldn't be the game for you.
We could have some seriously fun space battles in any zone that more closely resembles open.
If you are so afraid of getting ganked, have your fleet members/other faction members/friends help keep you safe. This is an mmo not single player mode.
We realize you want - need - people to come pvp you, or as I call it, babysitting but it's a long stretch from you being bored to what has to be or what should be.
I have no problems babysitting myself but I need to get paid because it's as simple as playing whatever gives the most rewards for the least and least effort.
Lastly if you want to try and sell a pvp revamp to the developers you first have to come up with some kind of dil-zen-cash angle they can work with.
