Well I'd say prepare for a lot of hostility to the idea, but I'm guessing you expected that already
Its an interesting notion, I'd be interested in the Idea, but perhaps some built in Opt out option would be best, PvP is not for everybody.
Also It would probably require segregating instances into Rank Brackets to prevent Vultures from preying on low level characters

Played a game like that. It was called Battlestar Galactica Online. It went to hell in a hand basket. Open world PvP isn't all that it's cracked up to be.

Open pvp was in the game back during beta. It was removed because klingons were ganked all the time by furious team of feds camping Qo'nos. And since they were nowhere near enough to fight back, they rerolled back to fed. Making the difference of power even bigger.
That's what I'm seeing here, and this is the first really good idea I've seen on the forums since the reduced dil refinement thread.
Open world PVP is exactly what this game needs to give it a little edge, a little danger. Players that want an opt-out can go play Hello Kitty Online (where most of them belong, anyway).

This game was never advertised as a full PVP game. Switching the entire focus of it years afterward is stupid. Not to mention STO pvp never received any kind of love, and it's flawed so hard, unless you redo the entire gameplay of this game, there is no way it might be taken seriously anytime soon.
Simplest thing is to just have systems in the neutral zone(s) that have linked objectives (defend miners from pirates, or whatever). Your fleet goes in, achieves the objective, thereby claiming the system, and gets a little dil reward. Every hour the system stays under your control, you get another small dil bump. At the end of ~20 hours, the system reverts to neutral. Enemy faction(s) can also seize the system from you by running the same objective(s). You can attack the enmey to prevent them from claiming the objective. Pretty simple, not a lot of room for exploits, and has no effect on carebears who do not want to suffer the trauma of having their pixels blown up by another player.
There are a lot of systemic hurdles though. Just for starters, neutral zone sectors would need to have a lot more systems, otherwise fed fleet numbers would just camp the handful of systems and completely dominate the map every day (there would need to be enough so that a well-armed KDF team could go seize one, then jump to another place on the map). Sector maps are currently too small. Thats not a small problem, and its just the first one. Balance is a massive problem. Faction distribution is a massive problem.
Stuff like this has to be baked into the essence of the game for it to work properly. PVP is an after-thought here, more people are into dressing up their barbie than fighting other players, and the game doesnt make any kind of demand for it. Its too late for this game to make these kind of deep changes.
STO is a PVE game with optional PVP. Open-world PVP makes it a PVP game with optional PVE. If you want a PVP game with optional PVE, I suggest Eve or Lineage 2.

Agreed. PvP is optional. Having an open-world PvP is just asking for new players to get ganked by trolls wanting easy kills.
There's a perfectly good game out there that already has "Open World Ganking"
It's called EVE.
There is absolutely nothing keeping you from going and playing that game just the way you want.
STO IS NOT Eve.

I used to play EVE Online. There's much to say in its favor, but it's a very different game experience, and the much more extensive PvP is much of the reason for that. It's a much darker and more cynical setting, and the constant tension fits the mood.
This is a different setting entirely, with a different mood.
Furthermore, some people can't bear the constant tension of games with few or no safe areas, and I feel that STO is a game I can recommend to them.
You meant "Only if there's an opt in" didn't you? That way the option is OFF by default, allowing ONLY those that choose to participate to be inundated by the loitering pvp'ers. :P
Though, tbh if made available, I would most certainly consider it from time to time, just to mix things up and keep travel from getting too dull.
wont be that great, because pvp is only really functional in a 5v5 setting. the only thing thats sort of balanced 1v1, and not 100% stupid to duel with, is any mix of tac escort and tac cruiser.
even if 90% of the player base wasn't uber carebear, actually capable of using more then 10% of their ships potential, and don't have a personal crisis every time they got killed, open pvp wouldn't really work because again, its balanced for team play. the closest thing we got to this is karrat, and its mostly a den of gank and butthurt and farmers that don't understand why other players are even able to shoot at them.
long before we have open world pvp, we would need a player base thats literally 1000 times better at the game then we have. and that requires better pve. if there's less space between pvp and pve game play, we get more pvp, and a better player base.

In an effort to maintain a certain level of snark as required by the internet ... your opt out would be to not log in!
Except after you play Surface tension the war is over for your character. So why would Federation types or Klingons be attacking them?
