As far as Seduce, though, I'd suggest using a Vulcan with Mind Meld as a surrogate, or maybe actually getting the Pacification trait our boffs can have added to the Betazoid captains' trait options. I admit, anymore nowadays I'm not really against integrating a basic cloak into the ships that can use it, at least the Gal-X and Defiant, along with their fleet versions. That I do not mind. I used to be more against it, but times have changed. But that is ONLY for basic cloaks. Battle cloaks or anything else, you gotta pay something for it still.

In real-life politics, if there is some international conference that you in whatever country you are, is hosting... If there is a country you are currently having hostilities with, even if it isn't outright war or anything, guess what, you probably won't invite them to said conference.
It HAPPENS in real life. Take North Korea for example. If South Korea hosts some kind of conference, chances are they probably won't be inviting North Korea to it. Does that mean that North Korea doesn't exist all of a sudden? No, it's still very much so there. So saying that just because the RSE wasn't invited doesn't mean they suddenly don't exist.
So far, the game lore has said nothing to the contrary. Until the game, and thus really the devs through the game, say that the RSE is gone as are all treaties with them, or say that the Treaty of Algeron is either void or at least lessened in regards to cloaking, things aren't changing, period.

KDF and Romulan have been 2 times at war, the Human and Romulan have just 1 war before the fed was founded. And if turn out that the Romulan Republic have made a new treaty whit the fed about this i do not recall seeing anything about this in-game lore for 2400.If the treaty is valid FED can exchange data on the Delta Quadrant whit the Romulan Republic so FED can place a Phasing Cloaking Device on a prototype ship like they allow in DS9 Series to put in the Cloaking Device on the Defiant.

The L40 T5 Assault Cruiser is enough ship for any mission with any Captain with Mk XI Green gear with a decent loadout, BOFF choice and Captain Build. It just might not be the way you want to play the game. I'm all for adding more choice as long as you don't steal something unique from another Faction. But how is Phase Cloaking immunity a new unique way to play? It's just God Mode, oops down to 10% hull activate immunity and lets fly off and heal.
At least with the the current Phase Cloaks that immunity is 10s. And if being in a ship that can cloak all the time is important to you join the Romulans or the Klingons. Most of their ships the Cloak is built in. I suggest the Romulans, they give up very little for Battle Cloak.

I have 9 characters and i have all faction and on my main i`ts a tactical Fed and i do fly whit the Andorian Kumari have all of the gear from the rep and Ellit weapons, consoles and shields i have all the Unique Doff whit 3 Romulans from the embassy (i do not have just 1 and that is veteran Eng Data version). Has noting to whit been overpower i`ts about been correct whit the lore of star trek. I have noting agents to have a negative site to dis clock like all thing have some so pls do not speculate over you head. And i do take almost all the time first place on the Elit STF.

KDF and Romulan have been 2 times at war, the Human and Romulan have just 1 war before the fed was founded. The rest of the time was more like the cold war and them the Romulan empire fell there was no government. Now they are not a empire a republic and how about that the Romulan have thalaron radiation weapons this is violation the treaty i do not remember the name of it but. All treaty between the FED and Romulan Empire not valid.

I'm sure the Federations current allies would stand for a known "rogue branch of Starfleet" developing and using a phased cloak/cloak. I mean its not like section 31 deliberately tried to start a war with the Romulans or have attempted to commit wide scale genocide before, they are trustworthy folks right. Haven you hear of something call secret project and they have develop it for top secret mission ore something. If this do not works what about a extend of the treaty from the DS9 and the Defiant cloaking device. The Romulan agree to place the device on the ship in exchange of intelligence on the Dominion, why have the same for the Voyager data banks on the Delta Quadrant. (the Romulans and the KDF have no data on the Delta Quadrant)

All of the Federations secret cloaking projects were illegal and when found out the officers involved have been court martialed, the exception being the rogue Section 31 that exists but in what official capacity has not really understood since they regularly break Starfleet laws and regulations to further their own agenda.
The Dominion war ended in 2375 the Klingon Empire was still allied mostly with the Federation until around 2400. It is more than likely that the Klingon intelligence service found out what they wanted to know about the Dominion during that time and from scans of Dominion vessels during the war. Romulans are just sneaky :P and likely have that information as well either through espionage or simply paying some willing Ferengi to take some scans of useful information on DS9.

And if turn out that the Romulan Republic have made a new treaty whit the fed about this i do not recall seeing anything about this in-game lore for 2400.If the treaty is valid FED can exchange data on the Delta Quadrant whit the Romulan Republic so FED can place a Phasing Cloaking Device on a prototype ship like they allow in DS9 Series to put in the Cloaking Device on the Defiant.

So am I to understand that this game is just too hard for you and you need a more powerful ship to win?
Your desperately looking for another advantage another new super ship that just can't be beaten.
The L40 T5 Assault Cruiser is enough ship for any mission with any Captain with Mk XI Green gear with a decent loadout, BOFF choice and Captain Build. It just might not be the way you want to play the game. I'm all for adding more choice as long as you don't steal something unique from another Faction. But how is Phase Cloaking immunity a new unique way to play? It's just God Mode, oops down to 10% hull activate immunity and lets fly off and heal.
At least with the the current Phase Cloaks that immunity is 10s. And if being in a ship that can cloak all the time is important to you join the Romulans or the Klingons. Most of their ships the Cloak is built in. I suggest the Romulans, they give up very little for Battle Cloak.

I have 9 characters and i have all faction and on my main i`ts a tactical Fed and i do fly whit the Andorian Kumari have all of the gear from the rep and Ellit weapons, consoles and shields i have all the Unique Doff whit 3 Romulans from the embassy (i do not have just 1 and that is veteran Eng Data version). Has noting to whit been overpower i`ts about been correct whit the lore of star trek. I have noting agents to have a negative site to dis clock like all thing have some so pls do not speculate over you head. And i do take almost all the time first place on the Elit STF.
