That is a complex definition issue. I also consider new C-Store/Lobi Store, and even new drop items, to be Content. That is why I always specify Mission Content when talking about missions over other types of Content.

I am sorry, but that is a very shortsighted statement. Most games are not the same today as they were 4 years ago. MMOs are constantly evolving to offset player and economic expectations. Most MMOs try to offset power creep by adding tougher content and expansion packs, but you never really get ahead of it because every time something new and cool is added it simply adds to the power creep - which leads to more expansions and more harder content.
I don't think my statement was shortsighted but the path that Cryptic has taken with reps and game progression might be. I played WoW for over 3 years and reps never changed, the thing that did was level cap increases, which is part of the game developments shortsightedness. I'm not suggesting that this be the path that should be taken as you would have to change soooo many elements of the game. A new level cap would definitely get ahead of "power creep" though. With the games current state I couldn't see how Cryptic would do this though i.e. zen ship purchases, fleet mechanics, passive skills as percentages, rep system rewards and so on. I'm talking very hypothetical right now, before everyone jumps down my throat.
Edit: when I say OP I say this from the point of view of Tank right now as I haven't gotten too much into Tac or Sci.
Personally I haven't noticed a huge benefit with these passives, I think more of our "power" comes from items, synergy of items, skills, ship types and so forth. A passive you have might be that difference from a bonus kill or surviving with 2 or 3 hull strength to get away and heal up. I don't think they are making anyone OP, just a slight bump. From my experience I haven't experienced many times where I got away 2 or 3 hull, I usually just blow up. I did experience a bonus kill with the Mirror Universe event with literally 1 second left on the clock though, so that was cool, we could probably attribute that last push to a passive I guess or maybe our group should have done better to avoid it coming down to the last second.
These are just my ideas, that doesn't make them right just my opinion. I'm of the mind set of not losing anything, I might be, what you consider a virtual hoarder and don't like to lose things. In fact they could nerf these passives or diminish them by a certain percentage each time a new rep comes out to handle "power creep" and I wouldn't care just so long as I get to keep them all. I know this view isn't exactly practical but it goes back to the rep system as it currently is not being well thought out for when we start getting 6 or 7 or 8 reps. That's what new level caps would have taken care of and in a more elegant manor I think, fixing this issue this way is more clunky and clumsy.

I support your group I feel your right to defend what is rightfully ours.
I never did touch the stuff because I don't believe 200 ours labor earns me much more than just a bonus set.
My Idea however would be to stop converting dill to zen and start seriously upgrade the zen store with stuff. Remove the Lobi store and convert it in the ZEN store.
I believe this way they would make way more money, I personally never bought a lockbox key to unlock a box only to sell keys for EC.
I wish they seriously consider the request to boost weapons who were nerved to death.
I seriously hope cryptic see this post as serious and make a staff meeting and consider for those with not as much time to put in a box or whatever you can buy instead of grinds.

On an unrelated to the movement note ... I find your idea for converting things to the c-store fascinating. That has some merit and is worth discussing.
I'll list some of the things I get truly upset about and fight back on.

this person should be SHOT. period no need to worry how they would do in prison.
In San Francisco's Mission District a young man was shot and killed by police for allegedly pointing a stun gun at cops, though eye witness accounts say he was holding a burrito and his stun gun was in the holster..
cant say much about this. some cops are good some are bad, human nature and all. but a law that would provide any public employee or elected official a mandatory tripling of punishment for betrayal of the public trust would keep a few of them in line, just out of fear .
The US spends more money on maintaining it's prison population in one year than it has on rehabilitation in the last 20..
yes we spend too much on prisons here , more prisoners should be put to death faster. and families charged for the maintence and upkeep of the rest. along with rotating shifts, each prisoner works 8 hours, 8 hours personal time feeding cleaning rest in common areas exercise what ever. 8 hour rack time. that allows each bed to be used by 3 prisoners. tripling our capacity. the rehabilitation should be in NOT WANTING TO RETURN.
Think of it as you sitting at your computer and then the tiny hands of the devs reach out from your screen and open hand slap you across the face. It's a lot easier to understand when you use the imagery of the devs slapping you in the face.

I have always said the rep.system would ruin this game and got nothing but flamed for it. I have stopped doing the rep.TRIBBLE awhile ago and i'm enjoying the game more so cause of it. They will will keep adding more TRIBBLE in the system in place of real content. They will never stop, so to enjoy the game we need to let it go. What really kills me is the players that won't stand up against them turning the game into what many outside it call TRIBBLE grind. It comes down to if we want a better game we have to do something about it like Snoogymack22. I know it took guts for him to make that post. I say good for him.

It's all about passives right? So the best way to resist this big ole slap in the face with the passive nerfs, is ... passive resistance! And what better way to set ourselves free of the continually nerfed rep grind, than to set ourselves free or those sets? Get set free by going set free! You see?
But it's gotta be us. All of us. In this together. Passive resisting the nerfing of passive resistances. Ya dig?
